| Promotion of the Establishment of Tele-Communications Industries |
In order to make full use of the 17% of the land area that are left for
the residents, to contribute to the reduction of the high unemployment
rate, and to promote vitalization of our town, the Town of Kadena is directing
their attention to the multimedia (tele-communications) industry which
does not require large-scale land area and has a possibility to create
employment and is actively inviting such enterprises through our Multimedia
(Tele-Communications) Industry Industry invitation Project. Kadena was
designated Multimedia Related Industry Promotion District based on the
Special Resolution of Okinawa Development Plan that was established for
the advancement of the information technology industry. In addition, along
with taxation exemption based on above law and the Kadena Tele-Communications
Industry Promotion Ordinance, Kadena promotes industry invitations through
the applications of rent subsidies, employment subsidies, interest subsidy
grants.
Also, in preparation for industry invitation, utilization of existing
public facilities and in-town private facilities, and the construction
of a new facility to serve as a focal point are underway. At Kadena, these
policies are being applied and the invitations of multimedia (tele-communications)
industries are actively pursued. As of July 2002, 11 companies have established
businesses in Kadena. We are making further efforts to invite more enterprises
into our town. |

| 1. Utilization of Existing Public Facilities - Kadena Call Center |
General Welfare Center Renovation
Of the various tele-communications industries, we have looked to the establishment call center as possibility of creating employment opportunities. We have renovated the second floor of the General Welfare Center and launched the Kadena Town Call Center, in which the PC Technologies Co., Ltd. (the present NEC Business Processing Co., Ltd.) has tenanted and began business as NEC's Personal Computer Information Center.

| 2. Utilization of Private Facilities |
Utilizing the special considerations on being designated Multimedia Related Industry Promotion District and our town's own measures, we will promote the establishment of industry into private sectors.

| 3. Construction of a New Facility - Kadena Multimedia Center |
The Kadena Town Multimedia Center was completed on December 2001, as an objective for the promotion and development of multimedia (including tele-communications) industry and opened for business on January 2002. Its office space can accommodate a wide range of businesses from venture to medium-range. The center is equipped with contents studios which makes it possible to generate various digital contents. Providing support on exchange events and logistics, the center is an optimum business base for the multimedia industry.
